no idea about albany, but what a great idea, I had no idea you could do this... How about central maine?
In the 1972 oil embargo many gas stations in NY rented their lifts since they had no income from gasoline.
In the Albany, NY area, you might try calling Hudson Valley Community College and ask for a faculty member in the Auto Tech curriculum. They might be willing to rent time in the school's shop. Other options might include your local high school if they have a shop on campus... Burnt Hills-Ballston Lake has a shop (although I've not asked about rental time there).
