Lights "pulse" normal/dim ?? Ideas??

Front lights "pulse" every now and then, normal then dim , very regular pulsing. Highs, lows, or fogs, not particular. Does not matter highway speeds or local in town speeds, same pulsing. Does not do it all the time though??

Any ideas?

Check your battery and alt (check connections and volts and etc) out first.
