Really appreciate your prompt response on this. Now, I was searching an M3 blog and found out that this guy took his M3 to a dealership and found out BMW has extended the limited warranty for replacement of the throttle actuators for 10 years or 120,000 miles. He took a picture of the notice the BME Service Department ran and it looks real. I tried looking this up on the web but I guess BMWNA might be keeping this one in their back pockets as I am sure this could be a very expensive campaign. The identification of the document is: SIB 01-03-16. See attached link:

So, if true BMW NA would replace both throttle actuators for free including parts and labor? My M3 is nearing 115,000 and is a 2008 so I'm good as far as the 10/120 goes. My car came out of Texas used but has been registered in California since March 2015.
Maybe someone out there that works for BMW could help me out with the details. I will be contacting my nearest BMW Service Center first thing bright and early Monday morning to see what I can do about this.
    Thank You,

I will have to look into it to see if your vehicle does qualify.

Ok looked into that bulletin and it states that is a extended warranty for idle air controller not a throttle actuator (two different parts evens though it says actuator). Also it is only for production dates 6/30/2012 to 6/27/13. So sadly doesn't look like this will apply to your vehicle.
