Does any one out there know the cost of replacing a bulb?

No, but I would expect the labor to be negligible or diy-able, unless there's something obtuse or surprisingly complex about the procedure. Have no idea what the bulbs cost.

Park Ave. BMW in NJ wants $249 for the bulb and $225 labor!

Using bmwfans.info I came up with this. Fig 7.
My guess it's this bulb for that price. List is $218.71.
What is that, two hours labor?

1.5 hours of labor at $150 per hour. Origina cost was $474.33 less my 20% BMWCCA discount on parts. Total cost is $420 with tax. Dealer claims book allows for 1.5 labor hours to remove/replace Xenon bulb and run diagnostic tests on light housing/wiring modules etc.

I bought a bulb from Bavauto for ~$100 and replaced it myself. However, it turned out the bulb that I replaced was good and control unit was bad
