Recently some road debris knocked a hole in the small grille that's under the front license plate of my '09 328i. I bought a new grille thinking I'd replace it myself, but now it appears that the whole bumper has to be removed to do this. Does anyone know if this is correct?

The thread below is a link to a DIY for removing the front bumper of an E92.
    http://www.e90post.com/forums/showthread.php?t=80133

On the first page of the thread, someone asks if it is possible to remove the center section of the lower grille (I think this is what you meant as well) without removing the bumper...

I have done this on my e92, but it is not for the faint of heart -- bending the plastic is sure to set your nerves jangling...but I managed to remove the grille and reinstall it with no issues.

Replacing center section of lower grille.

Thanks for the advice. It worked and was a lot easier than removing the bumper.
